I figured it out...What happens is the top half moves only half way when its about to show the 13 figures, you will notice that the bottom left man's head is slightly not being shown and when its 12 the head is fully shown...also you can notice it by looking at the gap in the middle...when it becomes 12 there are only 5 men standing on your left 2 coloumns, when its 13 there are 6 men standing on your left 2 columns. The key man is the corner bottom left man whose head is not replaced during the change over from 12 to 13.
